Panama Reference Rate:

Panamanian Law 3 dated May 20th of 1995 and its subsequent reforms establish the mechanism for the calculation of the Panamanian Reference Rate  In order to calculate the Reference Rate, the Banking Superintendence of Panama obtains monthly from the Caja de Ahorros (a state-owned bank) and the five (5) private banks with the largest mortgage portfolios a summary of the interest rates charged on all active residential first-mortgage loans whose amortization schedule is no shorter than fifteen (15) years which are not subject to any subsidy in that month.  The Reference Rate is equal to the weighted average of all such mortgage rates reported by the above mentioned banks, rounded to the one eighth of one percent (1/8%) in the month immediately prior to the publication date of the new Reference Rate.  The Reference Rate is published by the Banking Superintendence of Panama during the first ten business days of each calendar quarter. (see Bloomberg: PNMR).
For additional information, please consult the website of the Banking Superintendence of Panama:  www.superbancos.gob.pa

We have also included a copy of the Preferential Interest Rate Law and its reforms.  (Text only available in Spanish).
